UCR basics
Who must register: motor carriers, private carriers, freight forwarders, brokers, and leasing companies operating in interstate commerce, based in (or traveling through) UCR participating states.
When: annually — registration for each year opens October 1 of the prior year. Enforcement typically begins January 1.
Where: register only at the official site, plan.ucr.gov. Third-party services charge processing fees on top of the state fee; the fees above are what the UCR Plan itself charges.
